The National Food Reserve Agency (NFRA) in a Trust established by the Government of Malawi in 1999 to manage the country’s Strategic Food Reserves (SFR). In fulfilling this responsibility, the Agency manages the storage facilities namely concrete and metallic silos, and warehouses at its depots spread across the country. Some of the storage facilities are the concrete silos based at Kanengo, Lilongwe. The silos were commissioned in 1979 and since then a number of project aimed at maintaining the structural integrity of the silos were conducted. Each of the rehabilitation projects had been preceded by a structural assessment of the silos. One key finding of these assessments was the tilting of 10 of the silos.

Purpose

It is on this backdrop that the Agency now invites Request for Proposal (RFP) from Firms, both local and international, to thoroughly investigate the root cause of the tilting, assess the safety of the silos and structural integrity of the whole silos complex at Kanengo, Lilongwe and draw technical recommendations on suitable remedial and restoration measures.

Qualification

Qualified and interested Firms must indicate clearly the following:

  • Firm Registration and statement of the core business.
  • Relevance of experience in similar works.
  • Sufficiency in term of equipment and resources to be used on the assignment.
  • Technical and managerial capabilities of the firm.

Further, the applicants must clearly indicate the estimated timeframe and cost of the assignment.

Submission and processing

Interested Firms may visit the facility to appreciate the magnitude of the assignment.

The Request for Proposal will be evaluated in accordance with the Public Procurement and Disposal of Assets Act 2017.

Interested Firms may request detailed Terms of Reference (ToRs) from NFRA at the address given below.

The Request for Proposal must be delivered in written form to the address below by 10:00hrs on 29th October 2024 and must clearly indicate the description of the assignment and reference number.

REQUEST FOR EXPRESSIONS OF INTEREST (EOI) FROM ELIGIBLE FARMERS TO PRODUCE MAIZE FOR THE STRATEGIC FOOD RESERVE USING IRRIGATION

The National Food Reserve Agency (NFRA) is a Trust established by the Government of Malawi to manage the country’s Strategic Food Reserve (SFR). As a way of responding to the food crisis induced by El Nino conditions in the country, the World Bank through the Catastrophe Deferred Drawdown Option (CAT-DDO) financing mechanism released US$57.6 million to support the affected population following the request made by the Government of Malawi. The Government, through the Ministry of Agriculture has allocated part of these funds towards maize production using irrigation (winter-cropping) leveraging on private sector capacity. Through this initiative, Government is targeting a total of 25,000 Metric Tonnes of maize to be produced for replenishment of the Strategic Food Reserve.

The National Food Reserve Agency is therefore hereby inviting all eligible farmers to submit their expressions of interest to participate in this program.

ELIGIBILITY AND EXCLUSION CRITERIA

1. Demonstrable track record in commercial farming;
2. Minimum verifiable landholding of 10 hectares;
3. Demonstrable organization and human capital;
4. Have existing irrigation infrastructure.

Interested farmers should complete an application form that can be obtained from any NFRA depot. Alternatively, you can download the form from this link Download Form. Shortlisted applicants will be invited to a briefing session and be subjected to a due-diligence process to confirm eligibility. The Agency will enter into off-take contracts with selected farmers for a period of 150 days and offer financial support to enable production to those farmers with working capital constraints.

The National Food Reserve Agency (NFRA) would like to inform the general public that buying of maize for the 2024/25 Strategic Grain Reserve (SGR) replenishment is now open. The market is open to all willing suppliers with a minimum of 1 Metric Tonne of white Non-GMO maize that meets the Agency’s quality specifications as follows:

The buying price is MK750 per kilogram and the procurement is on a first-come basis upon reaching the targeted tonnage.

Suppliers should deliver maize in an open truck (vans are not allowed) to the following NFRA depots: Kanengo Silos Complex in Lilongwe; Kazomba Depot in Mzimba; Mzuzu Silos in Mzuzu, Limbe Transit Depot in Blantyre; Mangochi Silos Complex in Mangochi; Luchenza Silos in Luchenza, and Bangula Depot in Nsanje. Upon delivery, NFRA officers shall inspect the consignment and issue a grading certificate. Only maize meeting the above specifications will be accepted. An invoice, together with the grading certificate, weighbridge ticket and a Goods Received Note shall be transmitted by the receiving Depot for payment.

Payment shall be made within 48 hours by Electronic Funds Transfer or by Cheque upon production of an invoice.
